The long-running Bowdens Silver Project near Mudgee has returned to the final state-significant development decision process, with the NSW Independent Planning Commission receiving supplementary advice and reopening public submissions.
Silver Mines highlighted the milestone on 16 September after the Commission confirmed it had received new advice from the NSW Department of Planning, Housing and Infrastructure on 15 September.
The proposed open-cut mine, about 26 kilometres east of Mudgee, has travelled an unusually complex approval path. The Independent Planning Commission originally approved the project in 2023, but that determination was subsequently declared void by the NSW Court of Appeal. The application therefore had to return through further assessment before a fresh determination could be made.
The Commission’s current case record shows supplementary departmental advice received on 15 September, with submissions and registrations for a new public hearing now open. A hearing is scheduled for 15 October at Mudgee Showground.
Bowdens is one of Australia’s largest undeveloped silver projects and its progress comes at a time when silver has strategic relevance beyond traditional precious-metals demand. Solar manufacturing, electronics and electrification all require the metal, giving new supply projects a wider industrial significance.
For regional contractors and suppliers, any eventual development would represent a substantial package of civil, mining, processing, transport, accommodation and environmental-management work. But the renewed assessment also means the project remains subject to planning scrutiny and community participation rather than being construction-ready.
The Commission’s process will consider the updated departmental material, the applicant’s responses and fresh submissions before issuing a new determination. Until that occurs, the project’s development timetable remains contingent on the outcome of the approval process.
For Silver Mines, the significance of this week’s milestone is procedural but material: Bowdens has moved out of the assessment holding pattern and back onto a defined decision pathway.
