NSW’s hospital investment programme is advancing through several delivery stages, with Nepean’s new clinical building moving into commissioning while Grafton’s redevelopment enters main construction alongside a health worker accommodation project.
Health Infrastructure announced on 6 October that construction was complete on Nepean Hospital’s seven-storey Stage 2 clinical building. The facility is expected to begin welcoming patients from late 2026 after operational preparation and staged relocations.
In Grafton, main works are underway on the A$283.8 million Base Hospital redevelopment, with construction expected to be completed in 2029. A separate contract awarded to Bennett Constructions will deliver 36 self-contained accommodation units for health workers.
Together, the projects show how healthcare capital spending generates work across construction, commissioning, refurbishment and workforce infrastructure.
Nepean moves into operational readiness
Nepean Blue Mountains Local Health District will undertake equipment installation and testing, staff training and orientation, and readiness activities before departments progressively relocate.
The building will accommodate intensive care, paediatrics, imaging and renal dialysis, alongside education, training and support facilities. Completion therefore marks a transition in the redevelopment rather than the immediate opening of every service.
For suppliers, commissioning changes the focus of delivery. Equipment, systems and staff preparation need to fit the sequence of testing and relocation, with the operational programme determining when facilities become usable.
The announcement does not identify every remaining purchasing package. Businesses seeking work will need to verify the procurement route and scope rather than assume an identified commissioning activity represents an open tender.
Grafton combines clinical expansion with campus changes
The Grafton redevelopment is being delivered by Health Infrastructure and Northern NSW Local Health District, with Richard Crookes Constructions as the main works contractor. Woollam Constructions delivered early works.
Hospital services will continue during construction. Enabling works and relocations have prepared the campus for the acute services building, which will accommodate emergency, surgical, imaging, inpatient and maternity services.
The live hospital setting makes sequencing and access part of the delivery task. Construction packages need to fit the existing service environment as well as the programme for the new building.
Accommodation supports the workforce programme
Bennett Constructions was appointed in September to refurbish buildings in the former minimum-security wing of the Grafton Gaol precinct into health worker accommodation.
The first stage is expected to be completed by mid-2027. The announcement identifies potential for a further 36 units in a future refurbishment, separate from the first-stage contract.
The project also supports clinical expansion by allowing accommodation and administrative functions to move away from the hospital campus. Its role is both operational and physical: supporting the workforce while releasing space for redevelopment.
Planning remains a separate stage
At Fairfield, planning documents for the proposed Clinical Services Building entered public exhibition in September as part of the A$630 million redevelopment. The clinical building remains subject to planning approval, while car park construction is already underway.
The difference matters for businesses tracking health infrastructure. Planning, main works and commissioning create different requirements and different levels of procurement certainty.
Across these projects, the opportunity extends beyond a single building contract. The next milestones will be the conversion of planned capacity into completed facilities, operational services and the workforce needed to deliver care.
